Workshop Overview
This highly interactive workshop introduces delegates to the principles and practices of value-based prioritization for capital investment planning. Delegates will explore how organizations can move beyond traditional project lists and departmental competition to establish transparent, repeatable and strategically aligned investment decisions. The workshop is built around practical concepts that help organizations translate corporate objectives into measurable decision criteria and prioritize investments based on the value they deliver.
Many organizations struggle to balance competing investment needs while operating under constrained funding environments. Projects are often selected on the basis of urgency, influence or historical precedent rather than through a consistent framework linked to organizational outcomes. Value-based prioritization provides a structured approach that enables organizations to evaluate diverse investment opportunities using a common set of strategic objectives and measurable criteria.
Delegates will experience these concepts through Capital Quest, a facilitated simulation in which they assume cross-functional roles in small groups representing engineering, finance, operations, risk and executive leadership perspectives. Working collaboratively, delegates will define what is value to the organization (e.g., safety, affordability, sustainability, reliability, community impact) and the measures that reflect what an organization cares about the most. They will design a simplified value framework, develop weighting through a structured approach using multi‑criteria analysis, score a portfolio of projects, and review an optimized capital plan generated from their own inputs. Through this process they will experience how stakeholder perspectives influence decision-making and how structured prioritization frameworks improve transparency, repeatability and organizational alignment.
Delegates will leave with practical approaches, templates and tools that can be adapted to strengthen capital planning processes within their own organizations.

Workshop Agenda
1. Introductions
Icebreaker & Objectives. Discussion of the workshop structure and objectives.
2. Overview of Key Concepts
Delegates will be exposed to the fundamentals of value‑based capital planning and optimization concepts.
3. Briefing on Fictional Organizations
Delegates are assigned roles and motivations (e.g., engineering, finance, risk, capital delivery, executive leadership) within one of several fictionalized asset‑intensive organizations such as a water utility, transit agency, power provider, or municipality.
4. Developing the Value Framework
Small teams collaboratively define organizational values and associated measures using a guided template designed for simplicity and clarity.
5. Weighting Values & Creating Scoring Criteria
Delegates apply a pair‑wise comparison method to weight their values and establish scoring criteria that reflect their organization’s strategic priorities.
6. Project Scoring Session
Small teams evaluate a predefined project list by assigning value‑based scores using their developed framework.
7. Generation & Review of an Optimized Capital Plan
Using workshop‑provided tools or facilitator‑generated outputs, teams receive an optimized capital plan that reflects their inputs. Delegates analyze the results and discuss trade‑offs, surprises, and points of misalignment.
8. Group Reflection & Lessons Learned
Delegates reconvene to compare experiences, discuss how value frameworks influence capital planning, and explore how these methods can be adapted to their own organizations
Note: short interludes will be incorporated throughout the group-based exercises to reinforce key concepts and guide delegates through the workshop.
